Usually the phrase "just dotting the i's and crossing the t's" means the agreement has been reached but they are negotiating the final, small points. In other words, IF that is true, then BV and Clemson would have already agreed in principle to a deal.

The problem is that we haven't heard anything from BV's mouth, leaving or staying. Usually that means that his mind isn't made up and he is still pursuing options. I think Big Mike coming back has been more of blow to his pride than anyone wants to admit and that has made BV want to go more than ever before.

Well he got demoted from play caller so he may have no interest in going back to a non play caller even for more money. I hope he stays, but it is probably in his best interest to go if he ever wants to become an head coach. If he stays and the defense is greatly improved he will get zero credit for it and Mike will get all the credit.
