I thought the SEC was claiming they weren't going to allow signing more than 25.

One of the reasons Stoops didn't want to go in the SEC...recruiting practices are shady over there, and didn't want to have to 'stoop down' to the competition to get talent. Just what I remember from an OUI report this past summer.

A&M is still under Big XII recruiting rules for this season.
Not sure when the date officially changes that puts them in the SEC for recruiting rules, but I would assume it would be after this recruiting class.
'13 - they can sign 25 like everyone else.
'12 - they have roughly 10 spots left from last season that didn't get filled (due to not signing enough players or them not qualifying). The players being recruited for last years class have to be Dec graduates and enrolled at A&M for the Spring semester. (so you're looking at either jucos or HS who graduate early)
This is the reason you see such a large class
