They already did once upon a time. Leach was with Hal Mume' at Kentucky. Stoops was so impressed with the difficulty in getting ready in a week that he hired Leach when he got the OU job.

Stoops was so impressed Leach was his third choice. 1) Rich Rod 2) Turner Gill. But in answer to the OP Leach would be way down the list as AD's and Presidents heard enough horror stories about Leach and his overall conduct to steer clear. Leach had the Maryland job sewed up because he was tight with Kevin Planck , Under Armour owner and former Maryland player. Of course as soon as they presented the info to Planck he quit pushing him. Shame I agree because Leach can get it done.

I figured Leach was fairly innocent of the charges since he wrote a book and is suing ESPN. I know you are right about Maryland backing off. It took him awhile to get a suitable offer, so something was amiss. Maybe I just hope it isn't true.
Nonetheless, I would love to see the SEC defenses have to adjust to the offense he would throw at them from a school the caliber of Arkansas. Even as offensive coordinator at Kentucky with Couch he presented problems, but those problems would intensify with him as head coach of the hogs.
I'm wishing Patrino hadn't screwed up (or whatever direction) and was still coaching there for the same reason. I think he was starting to put an offense on the field that could loosen those defenses up a bit. Oh well.

All that was amiss really was his attitude around the entire administration not just the AD and President. Leach got really belligerent after the James incident and frankly lost most of his supporters in the entire program. I know for a fact the AD planned not to fire him the day after the James incident. They really wanted to work things out but Leach was very mad and angry and rightfully so felt violated by the whole thing. He just didn't get the big picture. Basically in the end nobody liked him and nobody wanted him around. You have to remember that Leach really did make up a lot of stuff about teams pursuing him when they were not and griping about not having no buyout like Mack Brown and Bob Stoops. He hammered them constantly about having all the same contract provisions as they did. Well Leach was making great money that Tech was not really financially able to and always griping. He just plain wore out his welcome. It was very evident that Leach wanted out of Lubbock.
When you aren't the boss you can't treat anybody the way you want. It is as simple as that. In the end Maryland interviewed a bunch of people about Leach and surprisingly he had few supporters along the way. I have a friend to this day who is one of Tech's largest and biggest supporters and dealt with Leach all the time as his company was their biggest benefactor and is still sick to death about the whole thing and loved Leach. But a few days after the James incident when he of all people told me Leach had been his own worst enemy I too changed my view. But he can build a program and coach I promise you. I just think he can be a hothead.

I think when you read Leach's comments and listen to his interviews it supports what you say. Leach is not a politician. He comes across as a bit odd at times and that is going to offend some people. I think Leach got screwed at Tech but I suspect he would change some things if he could do it over again. I think the courts screwed even worse. I would have gone all in on a bet that soveriegn immunity was not a viable defense to a breach of contract case.
