i'm all for giving the full ride type scholarships to recruit the very top students, even out of staters. it is good for the university as a whole (even those students who may not have that type of scholarship offer), which in turn is good for the state of oklahoma. anything less & OU won't retain nearly as many of the top in state students & won't attract top out of state students.
my only point was that the natl merit criteria may not be the best way to id the very top students which you then aggressively recruit. you could have a 4.0/4.0 gpa, 35 act, 1550+ sat (on the 1600pt scale), recommendations out the wazoo & get missed by it if you had a bad day on the psat. a student with those kind of scores will probably get a full ride somewhere, it's too bad that OU would likely miss out on them. by the way, asking that kind of student to pay half their cost probably isn't the way to bring them to OU either (see full ride elsewhere....).
